During its midday press briefing on Friday, 20 June 2025, the European Commission announced its intention to withdraw the proposed Green Claims Directive.
Commission spokesperson Maciej Berestecki stated, “In the current context, indeed the Commission intends to withdraw the Green Claims proposal”.
What was the Green Claims Directive?
Published in March 2023, the Green Claims Directive was a legislative proposal aimed at tackling greenwashing. It sought to establish stricter criteria for businesses to substantiate environmental claims, and to improve transparency by regulating the use of environmental labelling schemes – certification systems based on predefined standards.
Under the proposal, national independent accredited bodies (verifiers) would have needed to assess environmental claims before they could be used in marketing. If the assessment was positive, companies would receive an EU-wide certificate of conformity.
The Directive followed a European Commission study that revealed approximately half of green claims were vague, misleading, or lacking sufficient evidence.
What happens next?
The College of Commissioners must formally approve the decision to withdraw the Directive. If the withdrawal is confirmed, the legislative file will be closed, and the ordinary legislative procedure will come to an end.
